OUTGOING National Housing Enterprise (NHE), Chief Executive Officer, Vinson Hailulu last month without the knowledge of the Minister of Urban and Rural Development, renewed the employment contract of the beleaguered parastatal’s Senior Manager: Finance, Human Resources and Administration, John Mugaviri, the man who is attributed with plunging NHE into the financial doldrums it finds itself in today.
The renewal of Mugaviri’s contract by Hailulu came after on May 26, 2015, Minister Sophia Shaningwa wrote to the then NHE board led by Jason Nandago with the same letter copied to Hailulu giving instructions that no new policy decisions committing NHE financially should be entered into by either the board or Hailulu.
Sources at NHE believe that Hailulu allegedly renewed Mugaviri’s contract without consulting Shaningwa in a bid to continue covering up for the massive financial irregularities that have been happening at the parastatal.
Ironically Mugaviri who is past retirement age was given a one-year contract that runs from July 1 2015 until June 30 2016, yet he had allegedly retired before he was offered a new contract.
