“The highest office in the country is not the President” -Goeiemann verbatim excerpt

C: I have in my possession a letter dated November 7 2016, where Mr Goeiemann implies that the Min­istry of Works and Transport was involved in the rehabilitation of the Eros runway because it had been instructed by the President’s Office to do so.
Can the Ministry avail the in­struction to Confidente from the “Highest Office”?
What did you mean by the High­est Office?
G: “The Highest Office does not mean the President. It means the security offices. I have liaised with Joe Shipepe, the Deputy Permanent Secretary who is in charge of the Government Air Transport Services on the security risk of the runaway.”
C: Why is the Ministry of Works and Transport still interfering in NAC projects especially after the Hosea Kutako International Air­port court case where government lost the matter?
Why is government not trans­ferring money to the Namibia Airports Company to enable the airports parastatal to execute its mandate of repairing the runway?
G: The Ministry (Works and Transport) has got overall respon­sibility on aviation of the country. The Namibia Airports Company is in charge of airports.
The rehabilitation of the Eros runway is the continuation of phase one of the VIP terminal which was done by the Ministry of Works and Transport. The re­habilitation of the Eros runway is the second phase after the VIP terminal.”
“I have spoken to them (NAC) that the Eros runway is unsafe and that we collaborate on rehabilitat­ing the runway because our Presi­dent, Vice-President and other important business people fly from this airport.
There is now a new Board (at NAC). I have spoken to them but they wrote me a letter that was un­called for.”
C: What’s the cost for Eros run­way rehabilitation?
G: “It’s not a lot of money. It is around N$240 million.”
C: Was the tender for this proj­ect advertised?
G: “We have asked the tender board to allow us to go ahead with a selective tender (tender exemp­tion) because it is a security ten­der. We have been granted that tender exemption.”
“There is nothing untoward on this project. Everything was trans­parent.”
