CRITICISM of tribal imbalances has been drawn over City Police’s – Crime Prevention Division rank structure with at least 50 percent of Oshiwambo-speaking officers taking up high ranking positions, a situation that insiders claim poses tribal exclusivity within that division.
The structure of ranks according to documents in Confidente’s possession within the division features 48 officers in positions of; full superintendent, assistant superintendent, sergeant, acting sergeants and acting assistant superintendents, of which 25 officers appear to be Oshiwambo-speaking. The depicted tribal structure also shows that the officers come from seven tribes in the country.
While commentators said that Oshiwambo-speaking people constitute a majority of the country’s 2, 5 million population, City Police Chief Abraham Kanime, thus rubbished claims of tribalism within the division arguing that whoever is at pains with the list should blame it on the population.
